Abstract

Alas Subdistrict is one of the sub-districts in West Nusa Tenggara Province). Based on the 2021- 2026 strategic plan document, Alas Subdistrict sets two goals and several strategies and policy directions for organizational goals. One of them is the implementation of the Electronic-Based Government System (SPBE). Because of the use of Information Systems and Information Technology (SI/IT) as a development in fulfilling the vision and mission in Alas District, a good planning is needed. Currently, the use of SI / IT in Alas District has not been maximized because it is only limited to managing correspondence and data input. Then some business processes are still carried out manually and for now the Alas District does not yet have human resources in the management of Information and Communication Technology (ICT). This research focuses on documentation management systems that have not been well integrated. Regarding the data collection method, this study used the method of interviewing with the Head of the Alas Sub-district, observing and also studying the existing strategy plan documents. This study aims to create an Information System Strategic Planning (PSSI) document in Alas Regency as a long-term guide for the use of SI / IT in carrying out organizational activities and operations. This research is a qualitative descriptive research using the Ward & Peppard method. Some of the Ward & Peppard method analysis techniques are by using PEST and Value Chain analysis techniques to analyze internal and external business environments, SWOT to analyze internal and external SI / IT environments, and McFarlan Strategic Gird is used to map application portfolios. Fromthe results of this study, it will provide recommendations related to the vision and mission, with the hopethat these recommendations can be used as a way to improve the quality of public services.
