Abstract

Good information technology governance is needed to increase effectiveness and efficiency in government administration. The District Regional Archives and Libraries Service (Dinarpusda) is the implementing element of the local government in the field of archives and libraries. In its application, there are still problems in the form of human resources that have not mastered Information Technology (IT) evenly as well as a lack of operational costs in software protection. This shows the lack of optimal management of human resources and IT management as an effort to realize good governance. Based on these problems, it is necessary to evaluate information technology governance at the Regional Archives and Libraries Office of Banyumas Regency which is expected to support the achievement of the agency's strategic goals. This research was conducted with the aim of knowing the maturity level and gap analysis. The framework used is COBIT 5 to determine current conditions and be able to provide recommendations. In this study the selected domains were EDM02, EDM04, APO01, APO04, APO05, APO06, APO07, APO11, BAI01. In this research, the data collection methods used were interviews, observations, questionnaires, then analysis was carried out in order to get a maturity level with gap analysis. The results obtained in the maturity level measurement for the APO domain are 4.3, the EDM domain is 4 and BAI is 4. The three domains are at level 4, namely the processes have been operated and monitored and measured properly. From the results of this comparison, a gap of 0.9 was obtained. So the value of the gap is used as a recommendation for improvement at the Dinarpusda. Keywords: Governance, COBIT 5, Maturity Level, Gap Analysis
