Abstract

The development of a computerized Information System (SI) provides convenience in increasing the efficiency and effectiveness of a job. BKPSDM (Personnel and Human Resources Development Agency) is a government agency that has the task of assisting the Regent in carrying out technical policy formulation, implementation, monitoring evaluation and reporting, technical development of supporting implementation of government affairs in the staffing sector through an information system. The information systems used are SIMPEG (Performance Management Information System) and SIMPATIK (Performance Target Evaluation Management Information System). In practice, the two information systems used are still not integrated. Another problem is that the IT resources that are owned are not optimal, so that in achieving the objectives, IS/IT strategic planning is required. The goal to be achieved in this research is the creation of Information System Strategic Planning (PSSI) documents. With the existence of strategic planning can increase the effectiveness of the service process. In preparing the IS/IT strategic planning framework at BKPSDM, the Ward and Peppard method was used. The scope to be analyzed is the internal and external business environment and the internal and external IS/IT environment. Then a gap analysis will be obtained. The analytical tools or tools used in this research are SWOT analysis, Value Chain analysis, PEST analysis, Critical Success Factor, and McFarlan's Strategic Grid. Methods of data collection is done through observation, interviews, and study of documents. The result of this research is the creation of portfolio documents which will become a reference in strategic planning for the future. The results of this study are in the form of information system strategic planning documents by identifying 7 recommendations for IS application proposals, computer network architecture proposals and 12 IS/IT management proposals.
