Abstract

Nowadays, Information Systems and Information Technology (IS/IT) continue to develop very rapidly in various sectors, one of which is government. Panembangan Village is located in Cilongok District, on the west side of Banyumas Regency. There are several obstacles to the village government's services to the community which are feared to affect the quality of the Panembangan Village government's performance, including problems with the letter service where residents have to request a cover letter first from the RT, thereby hampering the completeness of the documents that must be collected, lack of planning in the development process. SI/IT thus hinders village government business processes, the village information system is less responsive and not integrated. To maximize the use of IS/IT according to village needs and problems, IS/IT Strategic Planning is needed. This study was carried out to prepare an IS/IT strategic document using the Ward and Peppard method, which contains suggestions and action plans for Panembangan Village as a guideline for IS/IT implementation. Ward and Peppard's method include: the input stage is carrying out business and IS/IT analysis internally and externally in Panembangan Village, then continues with CSF analysis, the output stage is strategic formulation which produces IS business strategy, IT strategy, and IS/IT management strategy. In this research, various analytical tools were used including SWOT analysis, Value Chain, Critical Success Factor, McFarlan's Grid, PEST, and Five Force Competitive Model. The results of this research include 12 strategic solutions for the IS business, IT strategies in the form of a new network topology, 12 IS/IT management strategies, and also an IS/IT implementation plan structured in a roadmap.
