Abstract

The rapid development of information and technology science has made information and communication technology increasingly play a role in meeting human needs in almost all areas of life. One of them is the internet media which has penetrated all over the world. The internet is a daily necessity because it makes it easier for someone to communicate. Internet technology that continues to be developed has been widely implemented in various fields and institutions, one of which is in the field of government. Currently, the Purbalingga Regency Communication and Information Office has developed a whistleblowing system application. With the whistleblowing system efforts to assist in providing information and reports regarding matters of fraud that occur within the scope of government or companies. The WhistleBlowing System (WBS) is also known as a mechanism for complaints of corruption that has occurred or will occur involving officers and other people related to alleged acts of corruption committed within the scope of public organizations. Development using the prototype method used in this study discusses the analysis and design of the system. UML (Unified Modeling Language) diagram design, and a web-based information system mockup with input and output display system design. Later the workflow of the system is clear and easy to understand so that it can assist the Purbalingga Regency Dinkominfo in building a whistleblowing system application as a channel for reporting suspected criminal acts.
