Abstract

Population Registration and Civil Registration is a very important obligation for citizens, because it has a very significant role in recording and establishing a person's legal status in a region, with the aim of ensuring legal validity and certainty. Population Registration and Civil Registration carried out by the Majalengka Regency Civil Registration Population Office has been carried out in a modern manner through Si Lancar in the form of a social communication media-based service application, namely whatsapp. However, people feel that public registration services in Majalengka City are still ineffective such as taking long queues, unclear registration requirements and others. The research aims to develop an information system that can make it easier for people to need online administrative services and make it easier for Disdukcapil officers to manage and serve the community. This research applies the Rapid Application Development system development method that involves users and Disdukcapil Majalengka officers in Needs Planning, User Design, Development and Implementation. After the Development and Implementation, Blackbox Testing was carried out which resulted in 100% and had conclusions as expected and the SUS System Usability Scale produced an average score of 73 with a Good or good predicate. This research has produced an information system based on the Si Lancar website that makes it easy for the public to register online, see requirements and check registration status without having to visit Disdukcapil Majalengka. Also, assisting officers of the Majalengka Regency Population and Civil Registration Office in managing Majalengka community registration data.
