Abstract

According to Law No. 25 of 2009, public service providers are required to implement technology-based (digital) services. The Certificate of Reporting Loss (SKTLK) is one of the public service programs in the POLRI institution. The SKTLK service at the Jayapura City Police Station is not yet technology-based. The procedure for making a Certificate of Reporting Loss is done manually. Manually means that the community must take the time to come to the Jayapura City Police Station with a copy of supporting documents and then queue to make a report where the process of course takes time and costs borne by the community. The purpose of this research is to design an Android-based Certificate of Reporting Loss application so that the community can save more time and money. This research uses the Rapid Application Development (RAD) method as the application design method. Rapid Application Development consists of: Requirements Planning, User Design, Construction and Cutover. Application testing in this research uses BlackBox Testing to reduce the risk of system defects in the application and Usability Testing to evaluate the application. And the programming language used is the Kotlin programming language. The results obtained from the design of the Certificate of Reporting Loss (SKTLK) application are expected to be able to assist the police, especially the Integrated Police Service Center (SPKT) of the Jayapura City Police Station in serving the community who want to report a loss.
