Abstract

In 2018, the President of Indonesia implemented new regulations in Presidential Regulation no. 95 of 2018 concerning Electronic-Based Government Systems. SPBE is aimed at realizing clean, effective, transparent and accountable government governance as well as quality and trustworthy public services. With this SPBE, BPS Kab. Banyumas needs a system that can support government institutions, namely the activity of recording incoming and outgoing letters. The aim of this research is to build a system for managing incoming and outgoing mail using the Extreme Programming method. The use of the Extreme Programming method is due to its effectiveness in assisting each stage of the research process to be carried out. Extreme Programming encourages each step of the work process to be completed first to move to the next process stage. The Extreme Programming stages themselves consist of Planning, Designing, Coding, and Testing. The existence of a WebBased Letter Filing System can help facilitate activities in government institutions and related departments. Test results of the BPS Kab inventory website. Banyumas, using the black box method, provides documents that describe the level of system conformity with the quality tests that have been implemented with a percentage of 100%. This black box testing is part of acceptance testing that has been previously designed. The purpose of this testing is to prevent incorrect use of the system and minimize the possibility of errors or errors occurring. From the results of the discussion and conclusions of testing and development of the District BPS Letter Filing website. Banyumas, there are several suggestions that can serve as direction for further development, namely: BPS Kab inventory website. Banyumas still uses a website, it can be further developed into an application for Android and iOS to make it easier to use, and in black box testing, it is recommended to consider using automated tools or software so that testing can be carried out more optimally.
