Abstract

Assets owned by local governments are divided into two, namely movable assets and immovable assets. Land assets are included in the immovable assets group. The Regional Government of Kebumen Regency has untapped land assets, and a decision has yet to be made regarding using these assets. Land assets that are untapped or spread over different areas and with other geographic characteristics. The K-means clustering model is used to classify land assets with certain variables as grouping criteria. The grouping results will become input for a policy strategy for using land assets. This method obtained three asset clusters: assets with low land area and medium-high value, medium low land area and high-medium value, and high land area with low value. Each cluster has different recommendations; for cluster 1, the recommendations given are more focused on opening/leasing a business; for cluster 2, the recommendations given focus on leasing with a profit-sharing system, while cluster 3 is recommended for increasing value by changing asset status to more tangible assets.
