Abstract

Poverty is one of the factors hampering a nation. The Government's efforts to reduce poverty by organizing social assistance programs in various regions. The problem occurs in distributing social assistance programs in Grujugan Village is the process of distributing social assistance that is not evenly distributed and not well targeted and the village still has difficulty distributing recipients for various types of assistance. This research tries to implement the fuzzy c-means to determine the priority of beneficiaries by utilizing the membership degree of the fuzzy c-means. In this study, the data were grouped into 4 based on the type of assistance with the results of grouping which were cluster 0 has 50 members, cluster 1 has 54 members, cluster 2 has 37 members and cluster 3 with 42 members. The test results using the silhouette index (SI) showed that the SI value of all clusers was 0.372, which indicates that the grouping was quite good and appropriate. Interpretation of clustering results is based on aid priority and cluster center values. PKH and BPNT recipients are scattered in all clusters, namely PKH recipients for cluster 0 with 30 members, cluster 1 has 54, cluster 2 has 24, cluster 3 has 14, BPNT recipients in cluster 0 has 27, cluster 1 has 20, cluster 2 has 37, in cluster 3, there were 26. Meanwhile, the recipients of sanitation assistance and electricity subsidies were only spread out in one cluster, 22 sanitation assistance in cluster 0 and 35 electricity subsidies in cluster 3.
