Abstract

The Based on the President's instruction no. 3 of 2003 concerning the implementation of e-Government in Indonesia, Kedungwuluh Village already has a website, but in its implementation it has not gone well, this is evidenced by Kedungwuluh Village already has a website but has not been utilized optimally. In order to understand the problems that occur, Kedungwuluh Village requires an in-depth study of the barriers to implementing e-Government to find out what obstacles occur so that the website is not used. This study analyzes the barriers to implementing e-Government, focusing on the use of the Kedungwuluh Village website. This study uses a Technology-Organization-Environment (TOE) approach. Research conducted in Kedungwuluh Village for technological parameters examines several indicators, namely technology readiness, technology convenience, and technology benefits. Organizational parameters examine the commitment of the Village Head regarding the support for the use of technology and the readiness of human resources. Environmental parameters examine public knowledge about the Kedungwuluh Village website. The measurement of the level of constraint uses a Likert scale. The method of collecting data is by conducting a survey through a questionnaire/interview. Questionnaires were distributed to the Kedungwuluh Sub-District Government with data collection of 58 respondents consisting of 8 Kedungwuluh Village officials and 50 Kedungwuluh Village residents. The analysis in this study uses tabulated statistics of respondents' answers. Describing the results and tabulation of the answers to the questionnaire, then conducting a content study and analysis of the relationship from the statistical results/tabulation of the answers to the questionnaire to obtain conclusions. The results of this study indicate that there are several parameters that have a good score according to the calculation using the interval category for each parameter. A good measure for technological readiness if it is achieved (4.68-6) but in this study it got a value of (3.8) so that it shows the score is quite ready. A good measure for the ease of technology for the Government if it reaches (2.34-3), but in this study the score (1.8) shows that the score is quite easy. A good measure of the usefulness of technology parameter if it reaches (2.34 -3) but in this study it gets a value of (2.1) so that it shows the score is quite easy. A good measure for leadership commitment if it reaches (2.34-3), but in this study it gets a value of (2) so that it shows the score is quite ready. A good measure for resource readiness if it reaches (7.1-9) however, in this study it got a score of (5.6) so that it showed a fairly ready score. A good measure for the ease of technology if it reaches (4.68-6) but in this study it gets a score of (3.06) so that it shows a score that is not easy and a good measure of the parameter of community knowledge about the village website if it reaches (4.68- 6) but at This study found (2,32) had a score that was less so that it became an obstacle in implementing the implementation of the Kedungwuluh Village website. Based on the results of the analysis obtained, recommendations for assisting the implementation of e-Government with the Kedungwuluh Village Government conduct socialization and educate the public on a regular basis so that people understand the use of the Kedungwuluh Village website.
