Abstract

The process of organizing and making a telecommunications network, especially in the satellite communication system, must follow the licensing process first, so that in carrying out the telecommunications service process it does not cause problems because this has been regulated in the law and several applicable regulations. There are two versions of the BHP ISR calculation for satellites, namely the results of manual satellite calculations and using the SATMASTER software. To minimize obtaining a high cost value, the effort made is to optimize the value of the required EIRP power and bandwidth (BWocc). Step by changing the Comtech CDM 625A modem parameter settings such as modulation, FEC, and information rate. Based on the results of the analysis, the modem settings with 8- PSK modulation, FEC 7/8, and an information rate of 5000 Kbps obtain an uplink EIRP power of 86,61 dBm manually and 85,95 dBm using SATMASTER, the required bandwidth (BWocc) is 2571 KHz, and the BHP ISR tariff is Rp. 2.287.507,61 from the results of manual calculations, and Rp. 2.282.033,50 from the results of calculations using the SATMASTER software. Therefore, the process of optimizing the satellite BHP ISR value by changing the parameters of the modulation value, FEC, and information rate has been successfully carried out.
