Abstract

ABSTRACT The frequency spectrum which is an asset of the country, certainly provide a revenue to the State Treasury with renting the spectrum to the providers of telecommunication such as broadcasting, navigation systems, and cellular telecommunications. Cellular technology that is currently being planned to release is 5G technology that will be released on 2022 in Indonesia by using frequencies at 3.5, 26, and 28 GHz. To maintain economic stability in Indonesia, especially in the field of non-tax revenue, it is needed to examines how much the Spectrum Fee paid by the operator to the government. With the formula of Bandwidth Spectrum License that has set by the Government through the Ministry of Communications and Informatics, produced a maximum spectrum fee value of IDR. 14,400,000,000,000, this amount is very great and maximal for the state revenues, but it actually will be the losses for the operators that burdened by this value. in addition, to analyzing the suitability of the spectrum fee values and operators revenue the writer readjusts the value of normalization factor (K) where this value is given by 4 options which are 100%, 75%, 50%, and 25% of the K values obtained. As a result, that optimistic operators can be burdened by each spectrum fee amount option, moderate operators can only be burdened by spectrum fee that used (K) in amount of 25%, while pessimistic operators cannot be burdened this this spectrum fee even with 25% of (K). From the data and research conducted, it can be said that IPFR formula still has a weakness to be implemented by 5G because it produces too big value of spectrum fee for the operators. Keywords: Frequency Management, Spectrum Fee, Telecommunications Regulation, Spectrum License, 5G
