Abstract

Telecommunication infrastructure has an important role to play in the development of national economy. According to the Directorate General of Post and Telecommunications cellular users experienced an average growth of 31.9% per year in the period 2006- 2010. Efforts to improve telecommunication services in the City of Kediri have problems because there is a tower that interfere with the convenience of surrounding communities, locations that violate the rules and tower Unauthorized BTS. The perspective of site selection from government and operators has a difference, while the infrastructure must be in a strategic location to get optimal results. Therefore, the need for research to formulate the criteria of location according to stakeholders in Kediri City. The method used is Delphi analysis to determine the location determinant factor. Then after the factor was found, the weighting of factors with AHP analysis. The last analysis is the formulation of criteria by using Content Analysis. From Delphi analysis, 20 factors were used as determining factor of BTS tower development location in Kediri. These factors are the distance to the consumers, the number of people served, the breadth of service, the quality of service, the demand, the population growth, the customer behavior, the attitude of the people, the number of tall buildings, the availability of land, the air space, the environmental aesthetics, are within the range of cells, distance to surrounding activities, spatial planning, tax cost, permit process, road access, investment cost, availability of electrical energy. From each of these factors, three factors are obtained with the highest weight, namely the availability of electrical energy (0.09934), in accordance with the spatial plan (0.09646), and the licensing process (0.09194). These three factors most impact on the selection of BTS tower location in Kediri. Thus, the main criteria of BTS tower location in Kota Kediri are the availability of electrical energy with adequate power for BTS, the location must be in accordance with the spatial plan, and the location that meets all the licensing process..
