Abstract

The election of the chairman of the Rukun Tetangga and Rukun Warga is one of the democratic mechanisms carried out by the community at the RT/RW level to determine who will lead and represent the interests of the community in the neighborhood where they live. Each RT and RW is led by the RT Chair and RW Chair. However, there was a problem where the previous RT head resigned as RT head and the responsibility was given to the RT secretary to become the new RT head, because the previous RT head was chosen by consensus or based on community opinion but this did not determine a leader or chairman. RT can and is able to carry out duties as RT head. Therefore, a Decision Support System is needed that can help select RT/RW chairman candidates using the Technique for Order Preference by Similarity to Ideal Solution method. Selection is carried out by conducting interviews selecting criteria for the best candidates based on criteria namely leadership, social spirit, interviews, vision and mission and track record and developing this SPK using Rappid Application Development to build a system to accelerate development, reduce risks, actively involve users, experience change with flexibility and save costs and time. The aim of this research is to create a web-based SPK for the selection of RT/RW heads to assist in the selection of candidates for RT/RW heads at Griya Satria Bukit Permata. The results of calculating the selection of RT/RW chairman candidates using the TOPSIS method can look for recommendations for RT/RW chairman candidates where you get a result that can be used as a decision, namely with the preference value of Candidate A, namely 0.896, Candidate B, namely 0.756, Candidate C, namely 0.477, Candidate D is 0.432 and Candidate E is 0.463.
