Abstract

The Universal Service Obligation (USO) is part of the government's responsibility to provide universal services in the field of telecommunications and information technology to the public. This research aims to assess the quality of services provided by the government, specifically the 4G USO Border BTS based on the Telecommunications and Internet Protocol Harmonization Over Network (TIPHON) standards. The data source utilized consists of 651 4G USO Border BTS nodes distributed throughout Indonesia during the period from January to May 2021. The analyzed parameters include throughput, packet loss and availability, categorized based on Leased Capacity (LC) Partners. The results of the throughput analysis indicate that Iforte LC Partner has the highest number of sites with "High" throughput criteria, totaling 98 sites. The criteria for "Low" throughput are most prevalent in Iforte LC Partner, with 50 sites, while the criteria for "Normal" throughput are most common in IPT LC Partner, totaling 98 sites. The analysis of packet loss reveals that the smallest packet loss value is 0.06% at the Poepe site, and the highest is 15.62% at the Buho-Buho site. Availability analysis shows the lowest value at the Alumang site, with an availability rate of 34.9%, while the highest availability rate is 99.88% at the Gimikia site.
